The international system is undergoing a profound transformation. Global leadership is receding, established rules are increasingly contested, and regional power structures are gaining prominence. As the geopolitical landscape becomes more fragmented, states around the world are searching for ways to navigate this emerging environment.
In an exclusive analysis for Global Neighbours, advisory board member Prof. Dr. Rüdiger Frank of the Department of East Asian Studies at the University of Vienna examines how middle powers can respond to what he describes as a condition of multipolar anarchy. Rather than viewing this development solely as a source of instability, he argues that the current phase can also open strategic opportunities for countries that act with foresight and flexibility.
