W. Gyude Moore previously served as Liberia’s Minister of Public Works, overseeing the construction and maintenance of public infrastructure.

W. Gyude Moore served as Deputy Chief of StaH to President Ellen Johnson-Sirleaf and Head of the President’s Delivery Unit (PDU). As Head of the PDU, his team monitored progress and drove delivery of the Public Sector Investment Program of Liberia—a program of over $1 billion in road, power, port infrastructure, and social programs in Liberia after the civil war.
Moore holds a bachelor’s degree in political science from Berea College and a master’s degree in foreign policy and international security from Georgetown University in Washington D.C. Moore is a Senior Policy Fellow at the University’s Center for Global Development, where he examines Africa’s engagement with international players, such as China, in infrastructure
development. He is also Boeing Visiting Chair in International Relations at Schwarzman College, Tsinghua University, Beijing. His insights are frequently featured in major publications, including Foreign Policy and The
Hill.
Gyude is Global Neighbours’ first Resident Fellow, staying in Vienna from mid-January to the end of February 2025. His research will focus on China’s changing role in governing global public goods (climate, finance, environment, etc.). He also lectures frequently on infrastructure investment as a tool of statecraft.
