Prof. Dr. Igor Lukšić is a seasoned statesman, economist, and reform advocate with deep expertise in European integration, public sector reform, sustainable development, and international diplomacy.

Prof. Dr. Igor Lukšić served as Montenegro’s Minister of Finance from 2004 to 2010, implementing fiscal and institutional reforms that positioned the country as a crediblepartner in the European integration process. As Prime Minister from 2010 to 2012, he oversaw the start of EU accession negotiations and the completion of WTO membership. He later served as Minister of Foreign Affairs and European Integration, deepening Montenegro’s transatlantic and regional ties.
In 2016, Montenegro nominated him as its official candidate for the position of United Nations Secretary-General, following his selection as a Young Global Leader by the World Economic Forum in 2013. Since leaving government, he has worked with governments, international organisations, and policy institutions. From 2016 to 2021, he worked with PwC Southeast Europe, focusing on ESG strategies, sustainable finance, and public sector transformation. He is a full professor at the University of Donja Gorica, powered by Arizona State University, where he teaches political economy, diplomacy, and public policy. He also serves as Senior Peace Fellow at the Public International Law & Policy Group.
Beyond his academic and advisory work, Prof. Dr. Lukšić serves on several international advisory boards, including the Boris Mints Institute at Tel Aviv University, India’s International Movement to Unite Nations, the Southeast Europe Business Development Network in Vienna, and Tod’Aérs Global Network. He also serves as Co-Chair of the TOJOY Holding Group in Beijing and is the co-founder of TrustRock, a firm supporting investment and business development in Southeast Europe.
During his fellowship at Global Neighbours, Prof. Dr. Lukšić examined the future of the Sustainable Development Goals in the context of a weakened multilateral system, as well as current questions of European integration and the position of the Western Balkan countries within this process.
