Vladimir Norov, PhD, is the former Minister of Foreign Affairs of Uzbekistan and former Secretary General of the Shanghai Cooperation Organization (SCO). He currently serves as Chairman of the Central Asian Association for Artificial Intelligence (AICA) and CEO of Silk Road Advisory.

Vladimir Norov, PhD, is a seasoned diplomat, international affairs expert and legal scholar with decades of high-level experience in diplomacy, regional cooperation, governance and policy development. He currently serves as Chairman of the Central Asian Association for Artificial Intelligence (AICA) and CEO of Silk Road Advisory, where he integrates his expertise in international relations and emerging technologies.

Throughout his distinguished diplomatic career, Mr. Norov served twice as Minister of Foreign Affairs of Uzbekistan (2006–2010, 2022), where he played a pivotal role in shaping Uzbekistan’s foreign policy, strengthening regional security frameworks, and modernizing the nation’s diplomatic institutions and international engagement strategies. From 2019 to 2021, he served as Secretary General of the Shanghai Cooperation Organization (SCO), where he led major initiatives to strengthen Eurasian connectivity, multilateral diplomacy, and strategic collaboration.

As Ambassador Extraordinary and Plenipotentiary, Mr. Norov represented Uzbekistan in Germany, Switzerland, Poland, the Benelux countries, the European Union, and NATO. Earlier in his career, he held senior positions within the Ministry of Internal Affairs and served as Foreign Policy Advisor to the President of Uzbekistan.

Mr. Norov has also contributed significantly to academic and strategic research. He served as Director of the International Institute for Central Asia and previously led the Institute for Strategic and Regional Studies under the President of Uzbekistan, translating field experience into policy-oriented research and international dialogue.

Mr. Norov holds multiple prestigious academic appointments, including roles as a Distinguished Fellow at the Taihe Institute (China) and Distinguished Visiting Professor at Schwarzman College, Tsinghua University (China).
